Open, but governed by policy rather than by enabling legislation. This is the single most important fact about SERP. It can be changed or withdrawn administratively without going through Parliament, and it confers no vested rights.

Barbados is the only serious answer in this region for a family that wants a real jurisdiction, not a passport shop. It offers English common law, a treaty network, a 163-destination passport, permitted dual citizenship, and a genuine naturalisation path. The planning core is badly under-covered too. A resident NON-DOMICILED individual who keeps foreign investment income offshore and unremitted is taxed close to territorially, inside a jurisdiction that is fully CRS-compliant. That is a structurally different product from a zero-tax island, and it holds up to scrutiny in a way a Caribbean passport does not.

It requires USD 2,000,000 invested in Barbados, sourced from funds outside Barbados, plus a certified net worth exceeding USD 5,000,000. Status is indefinite, and it comes with an automatic entitlement to a work permit.

This applies to individuals whose abilities are deemed critical to the growth and development of Barbados. The decision is fully discretionary.

Category 4 — Family

This applies to parents or grandparents of a Barbadian citizen, provided they are aged 60 or over.

What can go wrong
  • SERP has no statutory basis. It exists as policy. For a USD 2m commitment, that is a serious structural weakness, and it is the thing promotional material tends to leave out. The program can be withdrawn or rewritten by administrative decision, with no vested rights and no parliamentary process behind it.
  • Domicile is the whole ballgame here, and the planning works against itself. If you are resident and domiciled, you owe worldwide tax at rates up to 27.5%. If you are resident but not domiciled, you owe tax only on Barbados-source income, plus any foreign income you actually bring into the country. Domicile itself is a common-law idea. It is sticky, tied to intention, and easy to acquire without meaning to. A person who buys a home, moves the family over, cuts ties with the country they came from and intends to stay for good has just created a domicile of choice in Barbados, and that undoes the entire structure. The more settled someone becomes, and the closer they get to naturalisation, the more this benefit erodes. This is not a checklist question. It needs real legal counsel.
  • 27.5% is a real tax rate, not a rounding error. Barbados is not a zero-tax jurisdiction. If foreign income is remitted, or if the client is found to be domiciled there, they will pay it.
  • Category 2, at USD 300,000, comes with no work rights at all. Holders cannot obtain a work permit under any circumstance.
  • The relationship between age and fees runs backward from what you would expect, and the sources do not agree with each other. On the SERP application fee, applicants over 60 pay more, USD 5,000 against USD 3,500. On the work permit, they pay less, USD 15,000 against USD 20,000. At least one industry source has the application fee reversed. Confirm the numbers with Barbados Immigration before quoting a client.
  • The naturalisation path allows no more than 90 days' absence from Barbados in any single year. That is hard to square with a genuinely mobile life for an ultra-high-net-worth family. If citizenship is the endgame, it requires actually living there.
  • CARF, the crypto-asset reporting standard, is scheduled for implementation in 2027, with the first exchange of information in 2028. Clients holding significant digital assets should keep that date in mind.
  • The 182-day tax-residence test asks for a heavier physical presence than the Bahamas, which sits at roughly 90 days.
