Moldova Citizenship by Investment (MCBI)
CONFIRMED DEAD. Launched Q2 2018 at EUR 100,000. Applications were suspended July 2019. Parliament voted repeal in second reading in June 2020 with 80 of 101 MPs in favour. Termination took effect 1 September 2020, with the final repeal vote on 20 September 2020. Repeal was one of eight EU conditions for the second EUR 30m macro-financial assistance tranche. Only 52 people were ever naturalised through it. Nothing has replaced it, and given the EU accession track, nothing will.
Moldova's CBI is the cleanest illustration in the region of the EU's leverage. Repeal was written into the conditions for a macro-financial assistance tranche, and the programme died within two years of launch having produced 52 citizens. Anyone marketing a Moldova CBI option in 2026 is selling a fiction that has been dead for six years.
