Never launched. Created in principle by DNU 366/2025 (May 2025) and regulated by Decreto 524/2025 (31 July 2025), which established the Agencia de Programas de Ciudadanía por Inversión. The Ministry of Economy never defined what would count as a relevant investment. The international tender to design the programme opened 5 December 2025, closed 20 January 2026 with six bidders, and was cancelled outright on 14 April 2026 by RESOL-2026-522-APN-MEC. The enabling citizenship provisions were then declared null by the Cámara Nacional Electoral on 30 June 2026. No citizenship has ever been granted under this route.

We list this because it is being actively marketed. Multiple advisory firms sell what they call Argentine citizenship by investment as a live programme, with a USD 500,000 price tag attached. It is not live. It has never issued a citizenship. Its tender was cancelled, and its legal foundation was voided by a federal court. Anyone quoting you a price for it is quoting you a product that does not exist.

What can go wrong
  • Do not pay a retainer against this programme. It has no legal basis in force, no defined investment amount, no fee schedule, no administering capacity and no precedent.
  • Even in the best case for the government, a Supreme Court reversal reinstating the decree, the Ministry of Economy would still have to define what counts as a relevant investment and rebuild an administrative apparatus whose designer's tender it cancelled. That is years away, not months.
  • The deeper lesson: Argentina tried to create a CBI programme by executive decree, in an area the constitution reserves to Congress. Any future version needs legislation, and that means it needs a political coalition that does not currently exist.
  • A genuine two-year naturalisation route already exists, and it is free. Anyone selling you a USD 500,000 shortcut to a passport you could get for legal fees is selling you the wrong thing.
