Is Palau digital residency actually residency?
No, and that is the single most important thing to understand about it. Palau's digital residency, launched in 2022 and run with the private Root Name System operator under the government's Digital Residency Office, is an identity document, not an immigration status. It does not give you the right to live in Palau, to work there, to be tax resident there, or to enter on any basis other than as an ordinary tourist. The name is the product's most valuable asset and also its most misleading one. Intermediaries repeatedly resell it as a relocation or tax solution. It is neither.
Will a Palau digital residency ID make my foreign income tax-free?
No, and claiming so risks a fraud finding rather than a tax saving. Palau's tax treatment is territorial in effect, but only for people who are genuinely tax resident in Palau. A digital residency ID cannot make anyone a tax resident. Presenting this ID to a home revenue authority as evidence of a residency change invites scrutiny, not relief. It creates no tax residency whatsoever, so the foreign-income exemption available to real Palau residents is simply out of reach for ID holders.
How much does the Palau ID cost and what do you actually get?
It costs USD 288 for a one-year trial card, USD 1,199 for five years or USD 2,339 for ten years. You can pay by card or a wide range of cryptocurrencies, and the card is issued remotely within days, with no in-person appearance required. The only real-world entry benefit is that holders may extend a tourist visa by up to two consecutive 90-day periods per entry. That works out to roughly 180 additional days, but it is a tourist concession, not a residence right. There is no investment component, because no residency is being granted, and the operator states expressly that it opens no path to citizenship or a Palau passport. For a UHNW family, this is something to note in a due-diligence file, not something to buy.
Can I get Palauan citizenship or a passport by investment?
No. Palau has no citizenship-by-investment programme, and any offer of a Palauan passport for money is fraudulent. Palauan naturalisation requires a parent of recognised Palauan ancestry. That means citizenship cannot be bought, earned through investment, or reached from the digital ID or any business route. The constitution reserves nationality for Palauans by blood, and no amount of money, time or residence changes that. The Palau passport's 121 visa-free destinations simply are not obtainable this way.
Is there any genuine way for a foreigner to live and invest in Palau?
Yes, through the Foreign Investment Board under the Foreign Investment Act. The process starts with a Foreign Investment Approval Certificate for the business. Work and residence permits follow, tied to that certificate. In permitted sectors, 100% foreign ownership is possible. Standard work visas run one year and are renewable on the employer's request. But there is no published headline investment threshold. There is no clear statutory permanent-residence track for investors, and no path to citizenship. A foreign family can operate a business and hold renewable permits, but there is no endgame.
Are the Palau Economic Investment Program and Real Estate Investment Program real?
No official Palauan source corroborates either; they are unverified agent constructs. Several agent sites market a Palau Economic Investment Program at USD 250,000 and a Palau Real Estate Investment Program at USD 500,000, both said to grant permanent residency. Neither could be matched to any enabling law. Treat any agent quoting these programmes as unreliable until they can produce the statute behind them.
Can foreigners own property in Palau?
No. Only Palauan citizens may own land. Foreigners can lease, for up to 50 years with a renewal possibility, but there is no freehold workaround. This is a constitutional limit, and it runs alongside the ancestry requirement for citizenship. That makes Palau constitutionally closed in a way most jurisdictions are not. A foreign operator with a specific tourism or marine business case can hold a leasehold and renewable permits, but permanence and ownership are off the table.
Should I buy a Palau ID to open a crypto exchange account?
No. RNS claims wide acceptance for crypto-exchange KYC checks, but some exchanges have publicly denied accepting the Palau ID. Do not buy this ID expecting it to work for account access. It is issued without any face-to-face verification, and that is exactly why its long-run acceptance by other governments and financial institutions remains doubtful. The Guardian reported in 2022 on concerns that Palau's crypto-hub ambitions could turn it into a haven for scammers. That reputational association carries a real cost for a UHNW family.
