Sao Tome and Principe

As of 2026, this is a statutory programme created under Decree-Law No. 07/2025, and the government issued its first investment passport in January 2026. So yes, it is real. That said, it is extremely new. It is administered by a private operator through a unit based in Dubai rather than by the government directly, and Sao Tome has a past history of questionable passport schemes. Treat it as genuine but unproven. Use only an officially authorised agent, and pay only into official government accounts.

The minimum is a USD 90,000 non-refundable donation to the National Transformation Fund for a single applicant, or USD 95,000 for a family of up to four. On top of that come processing and agent fees, so the realistic all-in cost is USD 100,000+. The passport gives visa-free or visa-on-arrival access to roughly 56-61 destinations. It does not include Schengen, the UK or the US. This makes it a low-cost optionality play rather than a strong mobility document.
