Is there a BVI golden visa or residency-by-investment programme?

No. Any adviser pitching a BVI golden visa is describing something that does not exist. There is no residency-by-investment programme in the British Virgin Islands, and money does not speed up the process. Residence is granted at the discretion of the Immigration Department, based on evidence of self-sufficiency, through a Residence Certificate governed by the Belonger Status and Permanent Residence Policy approved by Cabinet. We include the BVI here precisely to close off this idea, because clients reasonably assume the world's most famous offshore jurisdiction must be a place they can live. It is not.

How long does it take to get permanent residence in the BVI?

Twenty consecutive years of residence in the Virgin Islands are required, with no more than 90 days' absence in any calendar year. That is one of the strictest standards in the world, and it is flatly incompatible with a mobile lifestyle. Belonger status additionally requires that at least 10 of those 20 years be held with Residence Status, and it remains discretionary on character and contribution grounds. BOTC naturalisation, and then full British citizenship, follow from there. In practice, this makes the whole path a 20-year-plus proposition.

Does my BVI company give me any right to live in the BVI?

No. This is the single most common misconception about the jurisdiction. Holding a BVI company confers no personal immigration status whatsoever. It is a place to domicile companies, not people.

What is the USD 1,000 figure for BVI residence? Is it an investment?

It is a refundable surety bond, not a fee or an investment. It is returned in full on permanent exit from the BVI. The Residence Certificate for a self-sufficient person has no investment threshold at all. It requires evidence of financial self-sufficiency, such as bank statements, pension or investment income, plus evidence of accommodation, medical and police records. There is no investment requirement, and correspondingly no entitlement. Residence is annual and discretionary, with no security of tenure and no appeal as of right.

Is the BVI tax-free?

For direct taxation, yes. Personal income tax was abolished in 2005, and there is no capital gains, wealth or inheritance tax, on a territorial basis. Employment income does bear payroll tax, and the employee portion runs up to 8%. But the tax profile is largely academic for most people, because the jurisdiction is so hard to reside in. There is no investor route to establish a base here in the first place.

Can I keep my current citizenship, and how strong is the eventual passport?

Dual citizenship is permitted, so nothing needs to be renounced. There is no BVI passport. Belongers and naturalised residents hold British Overseas Territories Citizen passports and may register as full British citizens, and the strong 188-destination figure refers to that resulting UK passport. Reaching it takes at least 20 years, though, so it is not a realistic objective for a mobile UHNW family. The BVI has also come under sustained UK pressure on beneficial ownership transparency, with public registers a live issue. Do not treat the jurisdiction as opaque, and do not assume today's disclosure regime is stable.
