Cayman Islands
This is the most substantial zero-tax jurisdiction in the Caribbean. It is also the only one in this file offering a clean, rules-based route from investment to permanent residence, to naturalisation, and finally to a full British passport.
Frequently asked
Can I get a British passport through the Cayman Islands?
Yes, on a genuine long-term basis. That is what makes Cayman the quiet standout of the region. There is no Cayman passport, but a person who naturalises as a British Overseas Territories Citizen (BOTC) after 5 years' legal residence, under the British Nationality Act 1981, may then register as a full British citizen connected to Cayman under the British Overseas Territories Act 2002. This can happen without renouncing any existing nationality. The resulting UK passport ranks 188 destinations. But BOTC naturalisation is discretionary and requires 5 years of legal residence with actual presence, so do not treat the British passport as automatic.
How much does Cayman permanent residence actually cost, and what fees tend to get left out?
The Certificate of Permanent Residence for Persons of Independent Means requires CI$2,000,000 (roughly USD 2.4m at the pegged CI$1 = USD 1.20) in developed real estate, under the Immigration (Transition) Act (2022 Revision) and the Immigration Regulations (2025 Revision). Agent summaries routinely leave out the one-time CI$100,000 issuance fee (roughly USD 120,000). They also tend to skip the 7.5% stamp duty on the property, which comes to roughly CI$150,000 on a CI$2m purchase. Budget USD 2.6-2.7m all-in. The certificate is also subject to an annual Cabinet-set quota of 250. That quota is a real constraint, and it is a political variable that can be cut.
Is there a cheaper path to Cayman residency than the CoPR?
Yes. The Residency Certificate for Persons of Independent Means costs roughly half. It requires CI$1,000,000 invested in Grand Cayman (roughly USD 1.2m), of which at least CI$500,000 must be in developed residential real estate. On top of that, applicants need either CI$120,000 of continuous annual income or a CI$400,000 deposit with a CIMA-regulated local institution. On Cayman Brac or Little Cayman the threshold halves to CI$500,000. But this is a 25-year renewable certificate, not permanent residence. It does not convert into the CoPR, and it does not permit employment in Cayman. Choose it only if the tax result is the goal, not the British passport or the right to work.
Do any Cayman routes let me work, and do I have to actually live there?
Permanent residence through the CoPR does not automatically come with the right to work. The certificate must be varied on application, and after that there is an annual fee equivalent to a work permit fee. The Residency Certificate permits no Cayman employment at all. Only the Certificate of Direct Investment carries work rights, and even then only within the business you invested in (CI$1,000,000 in an employment-generating business with at least 30% Caymanian employees). It is also the only Cayman route with a hard presence test, 90 days per calendar year. The other routes set no physical presence requirement to hold the certificate, though the British naturalisation endgame does require 5 years of real presence.
Is the Cayman Islands genuinely tax-free?
Yes, for direct taxation. There is no income, capital gains, corporate, estate or withholding tax, on a territorial basis. Revenue comes instead from import duty, work permit fees and a one-off stamp duty on property transfers of generally 7.5%. But two caveats matter. Cayman is expensive to live in, so the zero-tax result is partly recovered through import duty and property prices. And because there is no income tax, there is no treaty network and no conventional certificate of tax residence. Clients leaving a high-tax country must break residency there on that country's own rules, and Cayman offers no help with that.
Will a Cayman address protect my banking or CRS position?
No. Cayman is a full CRS participant, and the OECD scrutinises residence-by-investment schemes that grant low-tax status without significant physical presence. A Cayman address without genuine Cayman presence will not survive a bank's or a tax authority's examination. If the goal is a defensible tax base, you need to actually live there, not merely hold a certificate.
Is the Cayman digital nomad visa still open?
No. The Global Citizen Concierge Programme launched in October 2020 as one of the first Caribbean remote-work visas. It is now closed to new applicants. It was, in fact, the first digital nomad visa in the world to shut down. You will still see it marketed on aggregator sites that farm traffic, but the programme is dead. Even when it was open, it built no path to residency or citizenship. Cayman now expects long-stay remote workers to use the standard residency certificates instead.
