Highly Qualified Specialist work permit (ВКС)
Open, but repricing. The salary test has been RUB 750,000 per quarter before tax since 1 March 2024, measured quarterly rather than monthly and excluding holiday pay. A government bill (No. 1158407-8) replaces it with RUB 717,000 per MONTH, roughly a threefold increase, with a reduced RUB 358,500 for scientists, professors and medical staff. It passed third reading, and the text as passed deferred commencement to 1 March 2027 rather than the 1 September 2026 originally proposed. Confirm the final law number before costing anything around the new figure.
The tax treatment is the reason to look at it. A ВКС pays the resident progressive scale on employment income from day one, whatever their tax residence, instead of the 30% that ordinarily applies to non-residents. For a senior hire spending under 183 days in Russia, that difference is the whole economics of the package. The catch is that non-employment income of a non-resident specialist — bonuses in kind, gifts, material assistance — reverts to 30%.

A Russian employer must sponsor the permit and file quarterly notifications to the Interior Ministry confirming the salary was actually paid.

Every arrangement priced on the quarterly test needs re-costing against that cliff — and the final law number should be confirmed.
- The residence permit is tied to the work permit, so this is not a durable status of its own. Lose the job and you lose the permit.
- Highly qualified specialists get no access to the state health system, precisely because the employer pays nothing into the fund for them. Private cover is mandatory in practice, and the cheap RUB 2,500–5,000 migrant policy is emergency-only, not family health insurance.
- Only employment income gets the resident scale. Everything else a non-resident specialist receives is taxed at 30%.
- THE BANK IS THE BINDING CONSTRAINT, NOT THE PERMIT. Visa, Mastercard and Amex cards issued outside Russia have not worked inside the country since March 2022 — not in shops, not online, not at ATMs — and Apple Pay and Google Pay are dead. The fix is a Russian account and a Mir card, but Mir works reliably in Belarus and Abkhazia and patchily in a short, shrinking list beyond them — the operator has withdrawn its official country list, so no authoritative version exists, and the EU barred its own entities from connecting to Mir, SPFS and the SBP fast-payment system from 25 January 2026. Over a hundred Russian banks are now under EU transaction bans.
- Your Western advisers may not lawfully be able to help you. EU Regulation 833/2014 Article 5n bans the provision of accounting, audit, tax, business and management consulting, legal advisory and IT consultancy services to entities established in Russia, and reaches indirect provision, outsourcing and EU nationals acting as employees. The US determination under Executive Order 14071 bans accounting, trust and corporate formation and management consulting services to any person located in Russia. The UK bans the equivalent list to persons connected with Russia. The three regimes are drawn differently and must each be checked.
