UAE Freelance Permit + Freelance Residence Visa (self-sponsored)
The programme is governed by Federal Decree-Law No. 29 of 2021 on Entry and Residence of Foreigners and issued by individual free-zone authorities, including TECOM GoFreelance, RAKEZ, Shams, twofour54, UAQ Free Trade Zone and IFZA, alongside the federal ICP/GDRFA. It remains open as of 2026, but some Dubai TECOM/GoFreelance clusters have reportedly paused issuing the linked residence visa. That has pushed some applicants toward Northern-Emirates permits paired with Dubai residency. Confirm live status with the specific free zone before paying.
It is one of the cheapest and fastest ways to secure a self-sponsored UAE residence visa. You get an Emirates ID, a local bank account, family sponsorship and zero personal income tax, all without an employer, a company setup, or the Green Visa's AED 360,000 income bar.
Qualifying routes
This covers the freelance permit alone, per year. The lowest-cost permits run around AED 5,500–7,500. That fits if you already hold residency elsewhere, through a spouse, a parent or a Golden Visa, and only need the licence itself.
The permit runs roughly AED 7,500 a year for one activity cluster, such as Media, Internet, Knowledge or Production City. The residence visa, medical exam, Emirates ID and insurance all come as separate add-ons.
The all-in cost for the first year commonly falls between AED 12,000 and 20,000, depending on the free zone, the activity and whether you apply from inside or outside the UAE. That figure covers the establishment card, immigration file, a 2-year residence visa, the medical exam and the Emirates ID.

- There is no path to permanent residency in the conventional sense. The residence visa simply renews indefinitely, every 2 years, as long as the freelance permit stays valid. No permanent-residence status exists here. High earners can instead upgrade to the 10-year Golden Visa or the 5-year Green Visa. The freelancer route to the Green Visa requires a MOHRE permit, roughly AED 360,000 in annual income sustained over two years or proof of financial solvency, and a bachelor's degree.

- Effectively none. Naturalisation is discretionary and granted only in rare, government-nominated cases (Federal Decree-Law No. 16 of 2021). Ordinary long-term residence does not create a citizenship entitlement, no matter how many years you have held it.

- Some Dubai TECOM/GoFreelance clusters have reportedly suspended issuing the residence visa in 2026. That means the permit alone may not deliver residency at your chosen zone, so verify visa issuance before paying.
- UAE tax residency does not automatically end tax obligations in your home country. Staying outside the UAE for more than 180 days voids the visa. Corporate tax (9%) and 5% VAT can also apply to freelance income above the relevant thresholds.
