This route was established under Cabinet Resolution No. 65 of 2022 on entry and residence of foreigners, and it is administered by ICP at the federal level and by GDRFA-Dubai locally. The official u.ae and GDRFA pages were verified current as of March 2026, at the USD 3,500 income floor.

It makes it legal to live in the UAE tax-free while drawing a salary from abroad. You do not need a local employer or company sponsorship.

  • Advisory and press sources report a proposed tightening: an income floor closer to USD 5,000, six-month bank statements, and health cover raised toward AED 500,000. As of March 2026, the official u.ae and GDRFA pages still showed USD 3,500. Verify the live threshold before applying.
  • It is a one-year permit. There is no path to permanent residency or citizenship. Treat it as a lifestyle and tax-base tool, not a settlement route.
  • Residency lapses if you spend more than six continuous months outside the UAE. Mandatory UAE-valid health insurance and a medical fitness test also add real recurring cost and friction.
