Belarus residency and taxes: cheap on paper, unbankable in practice

Belarus's residence routes, the 13/25/30% tax bands, the Hi-Tech Park regime and its non-CRS status — plus who should touch it (almost nobody).

Every few months someone forwards me a Belarus pitch: a 13% income tax, an IT park with no profit tax until 2049, no exchange of bank information, residence permits for anyone who opens a company. Every item on it is true. It just answers a question nobody with real money should be asking.

The routes that exist on paper

Business residence. Found a Belarusian company and you can apply for a temporary residence permit on the strength of it: a decision typically within a month via the state e-services portal, a permit of up to a year at a time (longer for highly qualified staff), renewed while the activity continues. Hi-Tech Park. Not a visa but a company regime with immigration perks: foreign founders and employees of HTP residents need no work permit, may stay visa-free for up to 180 days a year, and get temporary residence permits for the length of their contract, under a presidential decree that runs to 1 January 2049. Investor permanent residence. Article 53 of the law on the legal status of foreigners grants permanent residence — not temporary — for an investment set in the state's "basic unit" index, modest by golden-visa standards and revised every year: founding a company, buying or building property other than your own home, acquiring intellectual property, taking shares or a public-private partnership. Naturalisation. Continuous residence after the permanent permit — five years on the current reading of Article 14 of the Law on Citizenship, seven under the older text still quoted in places — with absences of no more than three months in any year, a written test in Russian or Belarusian since July 2023, a legal income, an oath — and the condition that ends most conversations: you must have lost or given up your existing citizenship unless that is impossible for reasons beyond your control. Belarus does not do dual citizenship for newcomers.

Citizenship by investment. A bill on preferential citizenship for foreign investors went to parliament at the start of 2026; as of writing no law is in force. Until it appears in the official gazette, anyone selling a "Belarus passport programme" is selling a press release.

The tax offer, without adjectives

Tax residence starts at 183 days in a calendar year; residents are taxed on worldwide income, non-residents only on Belarusian-source income.

The famous flat tax is gone. Since 2025 the 13% rate has been the bottom band, with 25% above it, and the December 2025 amendments for the 2026 tax year add a 30% band for what the presidential portal calls ultra-high incomes and raise the point at which 25% starts. Dividends run on their own 13%/25% scale; the old reduced rates for profits left inside the company for several years are reported to have been withdrawn — check the current Tax Code. Corporate profit tax is 20%, VAT 20%, the employer's social-insurance contribution 34% of payroll. No wealth tax, no inheritance tax. Our Belarus tax page has the rate card.

Then there is the Hi-Tech Park, the only part of the system a Western founder would recognise as competitive. Residents pay no profit tax and no VAT on their qualifying activity; instead they hand 1% of revenue to the park administration each quarter, and dividends paid up to a foreign parent are taxed at 5%. The 9% payroll rate the decree promised staff is suspended under the 2025 Tax Code amendments — employees pay the general 13% until the start of 2028 at the earliest. The regime applies to resident companies anywhere in the country and has a legal end date of 1 January 2049.

My view: HTP is a genuinely good regime; the rest is unremarkable middle-income Europe. Nobody with a choice moves to Belarus for 13%.

Outside CRS, and why that buys less than you think

Belarus does not exchange financial account information under the OECD Common Reporting Standard: the Global Forum's current commitments list files it under developing countries not asked to commit, with no date set, next to Uzbekistan, Serbia and Bosnia.

CRS obligations sit on the bank, not on you: a bank in Zurich, Singapore or Dubai reports to whichever country you declare as your tax residence, and if you declare Belarus, a sanctioned, non-participating jurisdiction, the likelier outcome is that it closes the relationship. The only accounts that escape reporting are inside Belarus — the ones you cannot use anywhere else.

The part no tax rate compensates for

Three state banks — Belagroprombank, Bank Dabrabyt and the Development Bank — were cut off from SWIFT by the EU in March 2022, and Brussels has kept its Belarus measures aligned with its Russia packages since, prolonging them this year to the end of February 2027. Washington runs its own programme under two executive orders and has been loosening selectively — general licences in late 2025 and March 2026, some delistings. Read that as a thaw if you like. Brussels has not moved.

Currency control is a mood as much as a rule. In 2022 the government decided its own hard-currency bonds and external loans could be serviced in roubles at the official rate and called that proper performance; the same year it adopted a list of "unfriendly" states, and from 2023 dividends to shareholders from those states were hit with punitive withholding — check whether the measure has been extended. A jurisdiction that changes the currency of its obligations when cornered is telling you how it will treat yours.

And the political risk is not a footnote: the state that grants your permit can revoke it, the state that lets you keep your capital can freeze it, and the correspondent bank that clears your payment today can refuse it tomorrow because a compliance officer in Frankfurt searched your address. No rate, not even zero, prices that in.

Who actually uses it

Russian-speaking founders who already sell into Russia and the Eurasian Economic Union and want a software export base with zero profit tax and Russian-language courts. EAEU nationals, who need no work permit anywhere in the union and — if Russian, Kazakh or Kyrgyz — can use a quadrilateral agreement on simplified citizenship with Belarusian roots or close family. Companies whose clients are in Minsk, Moscow or Almaty and whose banks were never in Frankfurt.

For everyone else the arithmetic fails at the first counterparty. With a Western passport, a Western bank or a business that screens for sanctions exposure, Belarus is not a jurisdiction you can add to your life; it is one you would have to trade your life for.

Verdict

Belarus is neither a scam nor a haven. It is a mid-sized, sanctioned, rouble-zone economy with one excellent tax regime for software exporters, a residence system that works as written, and a banking perimeter that ends at its own border.

Use it if you already live inside the Russian-speaking commercial world, your customers and banks are there too, and you want HTP's zero-profit-tax export base to 2049 with a residence permit attached.

Do not use it if you want a second base for a family with Western passports, a place to hold a liquid portfolio, a non-reporting address, or anything you would ever need to explain to a compliance officer in London. The 13% is real. So is everything that comes with it.

Does Belarus still have a flat 13% income tax?

How does the investor permanent residence permit in Belarus work?

Article 53 of the law on the legal status of foreign citizens and stateless persons lets a foreigner apply for a permanent residence permit — not a temporary one — on the basis of investment in Belarus at or above a threshold expressed in basic units, a state index revised each year. Qualifying forms include founding a commercial organisation, buying or constructing property other than a personal home, acquiring intellectual property rights, buying shares or equity stakes, concessions and public-private partnerships. The application goes to the citizenship and migration department of the internal affairs bodies at the intended place of residence, with documentary proof of the investment. The permit is also the platform for naturalisation: five years of continuous residence after it is issued, with no more than ninety days abroad in any calendar year.

Is Belarus part of the Common Reporting Standard?

No. On the OECD Global Forum's current list of AEOI commitments Belarus sits among developing countries not asked to commit and that have not yet set a date for a first exchange, alongside Uzbekistan, Serbia, Bosnia and Herzegovina and North Macedonia. Russia has exchanged since 2018; Kazakhstan committed for 2021, Georgia for 2024 and Armenia for 2025. In practice this matters less than people hope. CRS reporting is performed by the financial institution where the account sits, so a Swiss, Singaporean or Emirati bank still reports — and a bank asked to record a sanctioned, non-participating country as a client's tax residence is more likely to exit the client than to shrug. Only accounts held inside Belarus escape, and those are difficult to use abroad.

What does Hi-Tech Park residency give a company?

The HTP special legal regime, set by presidential decree and running until 1 January 2049, exempts resident companies from profit tax and from VAT on their qualifying activity and from offshore duty; in exchange they pay 1% of revenue to the park administration each quarter. Dividends paid to a foreign organisation are taxed at 5% unless a tax treaty is more favourable. The decree's 9% payroll rate for employees is suspended under the 2025 Tax Code amendments, so staff pay the general 13% rate until the start of 2028 at the earliest. Foreign founders and employees of residents need no work permit, may stay visa-free for up to 180 days a year, and receive temporary residence permits for the length of their contract. Residents may operate anywhere in Belarus. Admission requires a decision of the HTP supervisory board on a limited package of documents.

Can I get Belarusian citizenship, and does Belarus allow dual citizenship?

Ordinary naturalisation requires continuous residence after obtaining a permanent residence permit — five years on the current reading of Article 14 of the Law on Citizenship, seven under the older text — counted as continuous if you leave for no more than three months in any year; a legal source of income; a written test in Russian or Belarusian, introduced in July 2023; compliance with the constitution; a clean record; and an oath. The condition most Western applicants fail is that you must have lost or renounced your foreign citizenship unless that is impossible for reasons beyond your control — Belarus does not accept dual citizenship for newcomers. Citizens of Russia, Kazakhstan and Kyrgyzstan can use a quadrilateral agreement on simplified acquisition if they have close family who are Belarusian citizens or, for non-Russians, were born or lived in Belarus before December 1991. A bill on preferential citizenship for investors was submitted to parliament in 2026; no such law is in force as of this writing.

Are Belarusian banks under sanctions?

In part, yes. In March 2022 the EU restricted SWIFT services to Belagroprombank, Bank Dabrabyt and the Development Bank of the Republic of Belarus and has since kept its Belarus measures broadly aligned with its Russia packages; the regime was prolonged in 2026 to run to the end of February 2027. The United States maintains a Belarus programme under executive orders 13405 and 14038, targeting listed individuals, entities and state-owned firms, although it has issued general licences and removed some designations since late 2025, including a March 2026 licence covering a state bank and other entities. For a resident this means cards and transfers from some banks fail abroad, correspondent banks may refuse payments, and Western institutions treat a Belarusian address as a heightened-risk flag.
