Open. Temporary residence permits are issued for up to a year at a time on employment, business, study or family grounds, and renewed annually until a permanent permit becomes available.

For an IT founder this is the practical entry point, because it pairs with Hi-Tech Park residency for the company. For everyone else it is a slow road: the temporary years do not count toward the citizenship clock, so the honest timeline from arrival to a passport on this route is twelve years or more.

What can go wrong
  • The temporary years do not count toward the five-year citizenship clock, which starts only at the permanent permit. From a standing start this route is a twelve-year path to a passport, not a five-year one.
  • The individual entrepreneur form has been progressively closed off since 2023: no simplified tax regime, a maximum of three employees, a closed list of permitted activities, and 20% income tax rising to 30% on the whole base once revenue passes BYN 500,000, after which incorporation is compulsory.
  • Self-employment through the professional income tax acquired a fixed floor on 1 July 2026: BYN 45 a month is due even in months with no income at all, and three consecutive non-payments strip the status with a six-month lockout.
  • Belarus sits inside the same sanctions perimeter as Russia for most practical purposes. Visa stopped servicing cards of three Belarusian banks across the EU, UK, Norway, Iceland and Liechtenstein in March 2026, and Mastercard cut off Alfa-Bank and Belgazprombank cards in the EU, UK and EFTA from 21 April 2026. Foreign cards work unevenly inside Belarus depending on which bank owns the terminal. Cross-border settlement and correspondent banking are the binding constraint, not the tax rate.
