What is the new Paraguay Investor Pass, and how is it different?

It is a new route created by Resolución MIC N° 283/2026, launched 17 April 2026 and reported in force from 28 April 2026. It grants direct permanent residency, bypassing the two-year temporary stage that Ley 6984/2022 imposed on everyone else. The thresholds run from USD 70,000 (a productive business) to USD 150,000 (tourism) or USD 200,000 (Asunción-listed securities or real estate), making it the cheapest direct permanent residency in the hemisphere. SUACE must issue the investor certificate within five business days of a complete file. It is only about three months old as of mid-2026, so there is no track record yet on renewals or refusals.

Is the old USD 5,000 fast Paraguayan residency still available?

No. Ley 6984/2022 replaced the old migration law and abolished the famous route to near-instant permanent residency on a USD 5,000 bank deposit. Since then, non-investors must hold temporary residency for two years before applying for permanent status. The deposit requirement itself was eliminated too, in favour of declaring a profession or economic means. Any marketing material describing permanent residency in a week for USD 5,000 is describing a law that no longer exists.

How many days do I need to live in Paraguay for residency versus citizenship?

The two requirements sit in direct tension. The Investor Pass is reported to need only one physical entry every three years to maintain permanent residency, plus one trip to collect the cédula in person. But naturalisation after three years requires an arraigo standard that in practice looks for around six months a year of physical presence, a RUC with real tax filings, and genuine economic activity. You cannot use the near-zero-presence residency to reach citizenship without actually living there.

Does Paraguay tax foreign income?

No. Paraguay is strictly territorial under Ley 6380/2019. The personal income tax, known as the IRP, runs at 8–10% and reaches only Paraguayan-source income. Foreign-source income falls outside its scope entirely. There is no wealth tax, no inheritance tax and no CFC rules. For a family whose income is entirely foreign-source, this is arguably the most efficient base in the hemisphere, and it comes without Panama's EU blacklisting. But Paraguay is a CRS participant, so territoriality is not the same as invisibility.

Can I keep my other citizenship if I naturalise in Paraguay?

This is the most important sequencing point in any Paraguayan plan. Naturalised Paraguayans do not get the multiple-nationality protections that Ley 7052/2023 gives natural-born Paraguayans. Article 150 of the constitution states that naturalisation is lost by voluntarily acquiring another nationality, or by an unjustified absence of more than three years that a court has declared. Because acquiring a new citizenship after naturalising can cost you the Paraguayan one, you should take Paraguayan naturalisation last in any multi-citizenship plan, not first.

Is the USD 70,000 Investor Pass route genuinely passive?

No. That is the cheapest route, but it carries the operating burden. The USD 70,000 productive route requires a formal business plan and a commitment to create at least five permanent formal jobs through an SRL, SA or EAS, and you have to actually deliver on it. The passive routes are the USD 200,000 real estate or Asunción-listed securities options, which carry no job-creation or business-plan obligation. The real gap between the tiers is operational, not just financial.

Can a couple share one property to both qualify for the Investor Pass?

No. The investment must be met individually. If two people invest in a single venture, each one needs the full minimum. A couple cannot split one USD 200,000 property and have both qualify. If both spouses want to qualify as investors in their own right, budget for double the threshold. A spouse and dependent children can, however, be included as family on one principal investor's file.

Is there a language or civics test for Paraguayan citizenship?

Yes. Naturalisation requires passing a Supreme Court examination, conducted in Spanish or Guaraní, covering Paraguayan history, geography and civics. It is a genuine hurdle, not a formality. Combined with the arraigo presence requirement, it means the passport is meaningfully harder to obtain than the residency, which needs almost no presence at all.
