New. Created by Resolución MIC N° 283/2026, launched 17 April 2026 during an official mission to Brazil and reported in force from 28 April 2026. It grants direct permanent residency, bypassing the two-year temporary stage that Ley 6984/2022 imposed on everyone else.

Investors skip Paraguay's two-year temporary phase entirely. A Constancia de Inversionista Extranjero, issued through SUACE (the one-stop business registry at the Ministry of Industry), lets you file directly for permanent residency. The Paraguay Investor Pass (Resolución MIC 283/2026, launched April 2026) sets four tiers: USD 70,000 into a productive company with a business plan and five formal jobs, USD 150,000 in tourism, USD 200,000 in income-generating real estate, or USD 200,000 in securities on the Asunción exchange, with no jobs required and roughly a two-year hold. It is the cheapest direct permanent residency in the hemisphere. And because the three-year naturalisation clock runs from the permanent-residency resolution, it is also the fast track to the passport. That means about three years for an investor, versus roughly five for a non-investor.

What can go wrong
  • This programme is three months old. There is no track record, no body of practice, and no evidence yet of how Migraciones handles renewals, refusals or the interaction with the cédula. Early adopters are the test case.
  • The USD 70,000 productive route requires five permanent formal jobs and a business plan you must actually execute. It is not a passive investment. The USD 200,000 real estate or securities routes are the passive ones. The real gap between them is operational, not financial.
  • Investment must be individual. If two people invest in one venture, each needs the full minimum. A couple cannot share a USD 200,000 property to both qualify.
  • Permanent residency is not the same test as citizenship. For naturalisation, the Supreme Court applies what is known as the arraigo standard, which in practice looks for around six months a year of physical presence, a RUC and real tax filings, and genuine economic activity. The Investor Pass asks for almost no presence, while the citizenship route demands real presence. The two do not line up, and you cannot use one to get the other without actually living there.
  • Paraguay's constitution does not protect naturalised citizens' dual nationality the way Ley 7052/2023 protects natural-born Paraguayans. Article 150 provides that naturalisation is lost in two ways. The first is an unjustified absence from Paraguay of more than three years, judicially declared. The second is the voluntary acquisition of another nationality. Sequence matters enormously here. In any multi-citizenship plan, take Paraguayan naturalisation last. The absence rule is manageable. Loss is not automatic, and an intended absence can be justified in advance by notifying the competent Juzgado de Primera Instancia en lo Civil y Comercial, or retrospectively through the nearest Paraguayan consulate. The new-nationality rule offers no such flexibility.
  • Paraguay is a CRS participant. Territorial taxation does not mean invisibility.
