Swedish Citizenship by Naturalisation
Rules tightened on 6 June 2026. The residence requirement rose from 5 to 8 years, and a new self-sufficiency requirement was added. There were no transitional arrangements. Applications already filed but still undecided on 6 June 2026 are judged under the new rules.
The absence of transitional arrangements is the sharpest live risk in the Nordic region. People who filed at five years and were sitting in Migrationsverket's queue on 6 June 2026 were retroactively reset to eight, through no fault of their own and with no recourse. It is a case study in why residence-based citizenship timelines should never be treated as contractual.

- A civics test starts in August 2026, in Stockholm only. The language test is not expected before 1 October 2027. In the interim, Swedish can be proven with documentation from grade 9, upper secondary, SFI, Komvux or a university-used language test.

- NO TRANSITIONAL ARRANGEMENTS. Applications filed but undecided on 6 June 2026 fall under the new 8-year rule. If you filed at 5 years and were still waiting, you were reset.
- New self-sufficiency requirement: income of at least three income base amounts a year, roughly SEK 20,000 a month pre-tax, and not from subsidised employment. You are disqualified if you received income support for more than 6 months in the prior 3 years. Pensioners and full-time higher-education students are exempt.
- The tests are being phased in and are not yet fully live. Civics testing begins in August 2026, but only in Stockholm. Language testing will not start before October 2027 at the earliest. Anyone who naturalises during this interim window avoids the exams entirely. It is a narrow advantage, and one that is closing.
- Children now require individual applications. A parent naturalising does not carry them along automatically.
- 10 years applies if you cannot prove your identity.
