Singapore ONE Pass explained: SGD 30,000 monthly salary, five years, no employer tie and no COMPASS — plus the renewal test that fails passive holders.
The Overseas Networks and Expertise Pass — the ONE Pass — is the only Singapore work pass that is not tied to a single employer. That one feature is the entire proposition, and it is why it competes with the Global Investor Programme despite requiring no investment whatsoever.
Here is the short version. The ONE Pass is granted for five years to applicants earning a fixed monthly salary of at least SGD 30,000 — roughly SGD 360,000 a year — within the last year, either in Singapore or with an established overseas employer. There is a second route for outstanding achievement in arts and culture, sport, science and technology, or academia and research, with no salary threshold. The pass costs SGD 105 to apply and SGD 225 to issue. The Ministry of Manpower targets around four weeks. It is not subject to COMPASS. It has been open since 1 January 2023 and remains open as of 2026.
What makes it different
Every other Singapore work pass binds you to one employer. Change jobs and you change pass. The ONE Pass does not: you can work for multiple companies, start businesses and sit on boards simultaneously, for five years.
For a senior operator, serial founder or portfolio director, that is worth a great deal — and worth comparing directly against the Global Investor Programme, which asks for an investment measured in millions to deliver a different but overlapping kind of optionality. The ONE Pass asks for SGD 330 in fees and a salary record.
Who qualifies
The salary route. A fixed monthly salary of at least SGD 30,000 within the last year, in Singapore or abroad. If the salary comes from an overseas employer, that employer must be established: market capitalisation of at least USD 500 million, or annual revenue of at least USD 200 million. An offer at that level from a Singapore-based employer also qualifies.
Read "fixed monthly salary" precisely. Bonuses, equity and carried interest generally do not count. A private-equity partner whose cash salary is modest and whose real compensation is carry can earn many multiples of the threshold and still fail it. This trips up exactly the profile the pass appears designed for.
The achievement route. Exceptional achievement in arts and culture, sport, science and technology, or academia and research, with no salary threshold. It is narrow and genuinely assessed.
The renewal is the real test
This is the part that deserves more attention than it usually gets, because the pass is granted for five years and the difficulty arrives at the end of them.
To renew, you must show either an average SGD 30,000 monthly salary in Singapore over the past five years, or a Singapore company employing at least five locals, each paid at or above the prevailing Employment Pass qualifying salary.
Consider what that excludes. A holder who spent five years investing rather than drawing a Singapore salary — precisely the flexible, multi-board, entrepreneurial pattern the pass enables — can fail the renewal test. The pass rewards optionality for five years and then asks for evidence of a conventional footprint.
Anyone taking the ONE Pass should decide at the outset which of the two renewal limbs they intend to satisfy, and build toward it deliberately.
What it is not
It is a work pass, not residence by investment. It confers no entitlement to permanent residence and no security of tenure. ONE Pass holders can apply for PR through the ordinary channel and applications are viewed favourably, but there is no automatic route. Citizenship is possible only through PR, and it remains discretionary — and Singapore does not permit dual citizenship, which is a decisive consideration for most people reading this.
There is no minimum stay requirement to hold the pass, which is unusual and useful. Renewal, as above, requires either a Singapore salary record or an operating Singapore company, so the absence of a stay requirement does not mean the absence of a presence expectation.
Family
A spouse may accompany and can work under a Letter of Consent — a materially better position than most dependant regimes offer. Children under 21 accompany. Parents can come on a Long Term Visit Pass.
Who this is for
Senior executives earning SGD 360,000 or more who want status that does not depend on an employer. Serial founders and portfolio directors who need to hold several roles at once. World-class talent in science, arts or sport, through the achievement route.
If your compensation is mostly equity or carry rather than fixed salary, check the arithmetic before applying. If your objective is a second citizenship, Singapore is the wrong country — it does not permit dual nationality.
