The real advantage here is easy to miss. The EUR 65,000 investment requirement that applies to ordinary business-owner permits is waived entirely on the startup route. All a founder needs is Startup Committee approval and EUR 800 a month in subsistence funds. For a genuine technology founder, that makes Estonia one of the cheapest serious business-immigration routes in the EU.

What can go wrong
  • The Committee applies the statutory test strictly. It wants an innovative and repeatable business model with real global growth potential. Consultancies, agencies, trading companies and lifestyle businesses do not clear that bar.
  • The visa route builds toward nothing on the path to permanent residency. It is the temporary residence permit route that actually counts. The official page does not address this point, so confirm it yourself before relying on it.
  • Watch out for the EUR 130 figure that circulates online. It does not match any official fee and looks like a garbled version of a disputed monthly subsistence number. The real subsistence requirement is EUR 800 a month.
  • Real living costs run well above the EUR 800 statutory minimum. Rent in Tallinn alone is typically around EUR 600.
  • Insurance with minimum EUR 30,000 cover is required.
  • Estonian citizenship at the end of this road requires giving up your existing passport. For most UHNW clients, that ends the conversation. Estonia is a company jurisdiction, not a passport jurisdiction.
