Open under Law 22/2022, which amended GEO 194/2002. One note of caution: the widely-cited EUR 3,700/month threshold is badly out of date. It reflects 2022-23 salary levels. The real threshold is not a fixed number. It is 3x the Romanian average gross monthly salary, and the national statistics institute updates that figure every month.

At roughly EUR 5,500-5,800 a month, this is now one of the most demanding nomad visas in Europe. That is roughly double Bulgaria's threshold for a comparable two-year dead-end permit, in a country that is in Schengen but not the eurozone. On income accessibility alone, Bulgaria is the materially better answer.

What can go wrong
  • The EUR 3,700/month figure repeated across the market is stale by roughly three years. The real threshold is 3x the average gross salary, and it floats monthly with national statistics data. Verify it at the time you apply.
  • There is a two-year ceiling on this status. It is granted for 1 year and can be renewed once. There is no path to permanent residence.
  • Romania is in Schengen but not the eurozone, so you carry leu exposure. Romania also fails every euro convergence criterion, with no target date for joining.
  • Income must be evidenced for each of the 6 months before application, and it must be maintained for the full duration of the visa.
