Made a permanent procedure by Cabinet of Ministers Resolution No. 241 of 30 April 2025. Status is granted initially for 60 days, then extended for one year at a time, renewable up to ten years. No minimum income threshold has been published.

Ten years of lawful presence without a work permit, with the right to register as an individual entrepreneur or company founder and to open bank accounts without residential registration, is generous by any standard — and it pairs with a 10% flat tax if you cross the 183-day residency line, or with no Kyrgyz tax at all if you do not.

  • IT IS NOT A RESIDENCE PERMIT. Ten years on this status builds nothing towards citizenship.
  • SCOPE IS SECTORAL. Eligibility is limited to ICT and adjacent fields, and to nationals of a designated country list.
  • CROSSING 183 DAYS MAKES YOU TAX-RESIDENT on worldwide income at 10%. That is usually the point, but it should be a decision rather than an accident.
  • The procedure is new and the published detail is thin. Fees, family inclusion and renewal mechanics should be confirmed with the State Registration Service before you rely on them.
