Five years of continuous permanent residence immediately before the application. Residence counts as continuous if absences do not exceed three months in any one year. The term drops to three years for high achievement in science, technology or culture, for investors, and for refugees.

The default route, and the yardstick against which the treaty and Article 14 routes should be measured. If you are not a citizen of Belarus, Kazakhstan or Russia, have no Kyrgyz parent and no Kirghiz SSR birth, this five-year path is what you actually face.

What can go wrong
  • THE THREE-MONTH ABSENCE RULE IS STRICT. More than three months outside the country in a year breaks continuity and restarts the clock.
  • THE LANGUAGE CONDITION IS REAL. Kyrgyz or Russian to a conversational standard is a statutory condition, not a formality.
  • The reduced three-year term for investors is not tied to a published investment figure in the citizenship law. Do not assume a defined investment programme exists behind it.
  • Decisions are made in the name of the President and carry a discretionary element.
