The one Central Asian state that lets you keep the passports you already hold. Article 6 of the citizenship law treats a dual national purely as a Kyrgyz citizen and does not strip Kyrgyz citizenship for taking a second one — the opposite of Kazakhstan's 2026 constitutional ban. Add a 10% flat income tax, a 0% IT regime and a 1999 treaty that lets Russians, Belarusians and Kazakhs naturalise without a residence clock, and this becomes the cheapest serious passport in the region. The costs are banking, sanctions-adjacent scrutiny and a state that is small and unpredictable.

What is the four-party agreement, and does it really let a Russian citizen naturalise without waiting five years?
The agreement of 26 February 1999 between Belarus, Kazakhstan, Kyrgyzstan and Russia sets a simplified route into any of the four citizenships for a citizen of one party who permanently resides on the territory of another. Its central feature is that the simplified route applies irrespective of how long you have lived there — the five-year clock in Article 13 of the Kyrgyz citizenship law does not run. What it does require is permanent residence, meaning the postoyanny vid na zhitelstvo, not a tourist stay or a temporary permit. So the residence permit, not the treaty, is the real gate. Confirm the treaty's current operation before you rely on it: Kazakhstan's dual-citizenship ban took constitutional effect on 1 July 2026, and how that interacts with a 1999 instrument is exactly the kind of question that gets answered late.
Can I keep my existing citizenship if I naturalise in Kyrgyzstan?
Yes, and this is the single reason the country belongs on a shortlist. Under Article 6, a person holding Kyrgyz citizenship alongside a foreign one is regarded by Kyrgyzstan solely as a Kyrgyz citizen, and acquiring another citizenship does not by itself terminate Kyrgyz citizenship. Article 26 reserves loss of citizenship for narrow cases — foreign military or intelligence service, participation in a foreign armed conflict, or citizenship obtained by fraud. There are statutory carve-outs elsewhere in the law affecting particular categories, so have counsel confirm your own position in writing rather than relying on the general rule.
How long does ordinary naturalisation take?
Five years of continuous permanent residence immediately before the application, under Article 13. Residence counts as continuous if you were outside the country for no more than three months in any one year. You also need the state or official language to a conversational standard and a source of livelihood. The five years drops to three for high achievement in science, technology or culture, for investors, and for refugees.
Who qualifies for simplified naturalisation outside the treaty?
Article 14 covers a defined list: a person with a parent who is a Kyrgyz citizen; a person born on the territory of the Kirghiz SSR who held USSR citizenship; a former Kyrgyz citizen seeking restoration; an ethnic Kyrgyz who is a foreign citizen or stateless; and a woman married to a Kyrgyz citizen. The article expressly gives way to international treaties, which is the hook the 1999 agreement hangs on.
What is kairylman status and do ethnic Kyrgyz need it?
Kairylman is the repatriate status for ethnic Kyrgyz returning to the historical homeland. The certificate runs three years, during which the holder is expected to apply for citizenship, and it carries rights to work, healthcare, education and social benefits. Ethnic Kyrgyz already have their own limb of Article 14, so the status is a practical accelerator and a benefits package rather than a strict precondition. Confirm the current requirement with the Ministry of Labour and Social Development, which administers it.
Is the 10% flat tax the whole story?
Close to it for an individual. Personal income tax is 10% flat, tax residency turns on 183 days in a 12-month period, and there is no wealth, inheritance or exit tax. Corporate income tax is 10% and VAT is 12%. The outlier is the High Technology Park: 0% corporate income tax, 0% VAT, 0% sales tax and a 5% rate on employee income, in exchange for a 1% contribution on revenue to the park's directorate. The park is export-oriented and made open-ended by 2024 legislation, and it requires an annual audit.
What is the digital nomad status, and is it a residence permit?
It is not a residence permit and it does not lead to one. Cabinet Resolution No. 241 of 30 April 2025 made the procedure permanent: status is granted initially for 60 days, then extended for a year at a time, renewable up to ten years. It removes the work-permit requirement, allows the holder to register as an individual entrepreneur or company founder and to open bank accounts without residential registration. Nationals of visa-required countries also need a DN-type visa; applications are processed within seven working days. Eligibility is limited to information and communication technology and adjacent fields, and to nationals of a designated list of countries. There is no published minimum income.
What is the honest downside?
Banking and counterparty risk. Kyrgyzstan sits inside the Eurasian Economic Union and beside the Russian sanctions perimeter, and correspondent banks treat Kyrgyz accounts and Kyrgyz-resident clients accordingly. The passport is weak into the EU, UK and US. The state is small, the rules move quickly, and secondary sources about Kyrgyz law contradict each other constantly — including on dual citizenship, where the popular answer online is simply wrong. Get any position you intend to rely on confirmed in writing by local counsel.
