Simplified citizenship under the 1999 four-party agreement (Belarus, Kazakhstan, Kyrgyzstan, Russia)
The agreement of 26 February 1999 remains the fastest lawful route into Kyrgyz citizenship for a Russian, Belarusian or Kazakh national. It applies to a citizen of one party permanently residing on the territory of another, and it disapplies the ordinary residence clock. It does not disapply the requirement to hold permanent residence first. Kazakhstan's constitutional dual-citizenship ban took effect on 1 July 2026; we have not found an authoritative statement on how that interacts with this treaty, so a Kazakh national should take written advice before acting.
For a Russian, Belarusian or Kazakh national this is the shortest path to a second citizenship that does not cost the first. Kyrgyzstan does not terminate its own citizenship for acquiring another, and the treaty removes the five-year residence requirement that would otherwise apply. Nothing else in Central Asia offers that combination.

The real cost is getting to permanent residence first — state duties in the region of KGS 4,000 for a temporary permit and up to KGS 8,000 for a permanent one, plus legal fees, translation and legalisation. Budget on the order of USD 2,000–5,000 all-in with counsel, and confirm current duties.

How it is applied to treaty applicants is not set out in the published acts: the answer for a given file comes from the body that receives it, the State Registration Service for filings inside the country or a Kyrgyz consulate for filings abroad.

- PERMANENT RESIDENCE IS THE REAL GATE. The treaty removes the residence clock, not the residence. You must hold the permanent vid na zhitelstvo, which itself normally follows a temporary permit.
- KAZAKHSTAN'S POSITION IS NOW UNCERTAIN. Its new Constitution banning dual citizenship took effect 1 July 2026. A Kazakh national using this treaty to take Kyrgyz citizenship may lose Kazakh citizenship. Do not act on this route as a Kazakh national without written advice.
- RUSSIA'S SIDE OF THE TREATY CUTS BOTH WAYS. The same instrument is used to naturalise Kyrgyz citizens in Russia. If your concern is distance from Russia rather than access to it, this is not a neutral document to be holding.
- BANKING IS THE BINDING CONSTRAINT, not the passport. Correspondent banks apply enhanced due diligence to Kyrgyz-resident clients, and a Russian national holding Kyrgyz papers attracts more scrutiny, not less.
