Article 14 lists the categories entitled to the simplified procedure and expressly gives way to international treaties, which is how the 1999 four-party agreement operates.
A large share of the post-Soviet diaspora was born on the territory of the Kirghiz SSR and held USSR citizenship. For those people, Kyrgyzstan is not an investment migration decision at all — it is a documentary one, and it does not cost the passport they already hold.

- The spouse limb is drafted for women married to Kyrgyz citizens. Do not assume symmetry; check the current text.
